Volunteering in Penang: where to find calls and what each group asks

Where Penang organisations publish volunteer calls, from the state's youth volunteer scheme to the SPCA, WCC, a soup kitchen and clean-ups, with each group's own published requirements.

The short version

No single list of volunteer openings in Penang is published: each organisation publishes its own calls. The state's own scheme is the Penang Youth Volunteer programme run by PYDC, a state agency; the Star reported in August 2026 that it had over 10,000 registered volunteers.

Penang Youth Volunteer (PYDC)

The Penang Youth Development Corporation (PYDC, Perbadanan Pembangunan Belia Pulau Pinang) is a state government agency. Its Sukarelawan Belia Pulau Pinang (Penang Youth Volunteer) programme aims to build a team of young volunteers serving local communities. Its page names the target group as young people aged 15 to 35 who were born or live in Penang, and lists a leadership camp, training and workshops, and volunteer programmes among its main activities.

The Star reported in August 2026 that registered volunteers rose from 8,000 in June 2025 to over 10,000 by July 2026. The state youth committee chairman said activities cover community programmes, environmental awareness, charity and community welfare, arts and culture, sports, and disaster relief, with training such as leadership camps, first aid and disaster preparedness courses. The same report names two other state schemes: Relanita, run by the Penang Women's Development Corporation (PWDC), and the Welfare Department's Sukarelawan Mutiara. It does not say how to join either.

How to join: PYDC's programme page has a PYV registration form (Borang Daftar PYV); it says registered volunteers join a WhatsApp group for their parliamentary area. Its published contacts are info@pydc.com.my and +6012-401 0186.

SPCA Penang

SPCA Penang lists bathing and socialising with the animals, washing and painting the premises and kennels, and administrative work. Its form also asks if you are interested in dog walking, fostering, events, photography or being a kennel guide.

The briefing covers SPCA Penang in Jelutong only; SPCA says it does not make you eligible to volunteer at any other SPCA.

Women's Centre for Change (WCC) Penang

WCC Penang takes volunteers at WCC, at its Pusat Perkhidmatan Wanita (PPW) and at the WCC Value Shop in Island 88, Tanjung Tokong. Volunteers may give talks, help at promotional booths, do research or translation, or do admin work. WCC says it matches volunteers to its current needs.

Kechara Soup Kitchen, Penang hub

Kechara Soup Kitchen (KSK) lists four volunteer activities in Penang:

KSK says street volunteers must be 18, while food bank warehouse work is open from age 12, with children accompanied by adults. No regular commitment is needed. Groups of up to 20 people are welcome with advance notice. It does not recommend volunteering while pregnant. It also asks for skills such as design, photography, tutoring, translation, fundraising and IT.
