Pets in Penang: dog licences, rabies, adopting and lost animals

Every dog in Penang needs a licence from its city council, MBPP on the island or MBSP on the mainland. What each council publishes on licences, banned breeds and dogs in flats, the latest on rabies, how adoption works at SPCA Penang, and what to do if you lose or find an animal.

The short version

If you keep a dog in Penang, license it with your city council every year: MBPP if you live on the island, MBSP if you live in Seberang Perai on the mainland. Some breeds cannot be licensed at all, MBSP's by-law limits how many dogs each type of home may keep, and a dog must wear its licence tag on its collar.

Dog licences on the island (MBPP)

MBPP's Environmental Health Department issues, renews and enforces dog licences through its Veterinary Unit.

Banned and restricted breeds. As published in 2024, MBPP said it does not license seven breeds listed by the Department of Veterinary Services (DVS): Akita, American Bulldog, Dogo Argentino, Fila Braziliero, Japanese Tosa, Neapolitan Mastiff and Pit Bull Terrier, and that keeping one can bring a RM200 fine and seizure of the dog. As published in 2015, owners of breeds such as the Rottweiler, German Shepherd, Doberman, Bullmastiff, Bull Terrier and Perro De Presa Canario needed special permits from the council and DVS.

Dog licences on the mainland (MBSP)

What MBSP's dog by-law says. MBSP's Control of Dogs By-Laws 1982 (published on its website as a scanned PDF, as published in 1982) say:

No current MBSP page confirms whether the fee is still ten ringgit.

Rabies

In October 2026 Bernama reported that Penang had recorded no human rabies case since the last two, in 1975, and quoted the state health committee chairman saying no new cases had been reported. The state is working with the Department of Veterinary Services to monitor rabies. The same report noted that a man from Kubang Pasu, Kedah, died of rabies on 27 September 2026 after a stray dog bite.

If an animal bites you: the state advises following Ministry of Health guidelines, including getting medical attention at any healthcare facility straight away. An MBPP councillor has also said that licensing, vaccination and sterilisation remain crucial parts of responsible pet ownership.
