Puspakom in Penang: the three centres, which inspection you need, booking and fees
Where Puspakom inspects vehicles in Penang, when a car needs an inspection (change of owner, a used-car loan, an imported car, long-expired road tax, commercial use), how to book on GiCheck, and the fees Puspakom publishes.
Puspakom lists three inspection centres in Penang: Teluk Kumbar and Batu Maung on the island, and Mak Mandin in Butterworth. A private car needs a Puspakom inspection before its owner changes (RM30), before a used-car loan (RM60), when it is imported and being registered, or when its road tax lapsed more than 3 years ago (a special inspection, RM25 for a private car); you book on GiCheck.
The three Penang centres
| Centre | Address | Phone | Inspections it lists |
|---|---|---|---|
| Teluk Kumbar (island) | Lot 979 @ 981, Jalan Genting, 11920 Teluk Kumbar | 04-6491313 | Initial, routine (includes taxi), special, transfer of ownership, hire purchase, voluntary |
| Batu Maung (island) | No. 10 & 12, Lintang Beringin 10, Kawasan Perindustrian Diamond Valley, 11960 Bayan Lepas | 04-6261745 | Routine (light vehicles and taxis), transfer of ownership, special, hire purchase, voluntary |
| Mak Mandin (mainland) | Lorong Mak Mandin 3, Kawasan Perindustrian Mak Mandin, 13400 Butterworth | 04-3311404 | Initial, routine, special, transfer of ownership, hire purchase, voluntary |
The phone numbers are the centres' administration lines. Puspakom's centres outside Johor, Kedah, Kelantan and Terengganu open Monday to Friday, 8.00am to 5.00pm, so the Penang centres keep weekday hours.
The Star reported in 2016 that a new Puspakom centre was opening at 2410, Jalan Perusahaan, Prai Industrial Estate (as published in 2016). It is not on Puspakom's branch list today.

Which inspection you need, and what it costs
Fees as Puspakom publishes them on its fees page; its FAQ still shows an older fee range.
| Situation | Inspection | Fee |
|---|---|---|
| Selling or buying a private car (change of owner) | Transfer of ownership (MV15) | RM30.00 |
| Buying a used car with a hire purchase loan | Hire purchase (B7) | RM60.00 |
| Imported car being registered with JPJ; road tax expired more than 3 years; engine, chassis or body changed; registration number swapped | Special | Private car RM25; private van, jeep or pickup RM50; motorcycle RM20 |
| You want to know the car's condition | Voluntary | RM50.00 |
- Change of owner. Puspakom says the Road Transport Act 1987 requires all private vehicles to pass this inspection before ownership is transferred. Bring the vehicle's registration card (original) or the Vehicle Ownership Certificate (VOC). The report is valid for 60 days; after that the car must be inspected again.
- Used-car loan. A buyer applying for a loan on a used vehicle must send it for this inspection under the Hire Purchase Act 1967.
- Imported cars. New or used imported vehicles need a special inspection before they are registered with JPJ (the Road Transport Department).
- Voluntary. Puspakom says walk-ins are welcome at participating centres. All three Penang centres list it.
Commercial vehicles
Puspakom says the Road Transport Act 1987 requires every commercial vehicle to pass a routine inspection every 6 months. A new or used commercial vehicle needs an initial inspection before it is registered with JPJ. Some of the fees it publishes:
| Vehicle | Initial | Routine (every 6 months) |
|---|---|---|
| Taxi, car hire or limousine taxi | RM70 | RM55 |
| E-hailing car | RM70 | RM55 |
| Car used for goods or a driving school | RM60 | RM50 |
| Light lorry (BDM 5999kg or less) | RM70 | RM55 |
For a routine inspection of an e-hailing car, bring the E-Hailing Vehicle Permit (EVP) reference number. Batu Maung's routine inspections are for light vehicles and taxis only, and initial inspections are listed only at Teluk Kumbar and Mak Mandin.
Since 17 March 2025, body lettering, speed signs, first aid kits, registration numbers and passenger seat condition are no longer checked in mandatory inspections, though owners still have to comply.

Booking and the day itself
- Book on GiCheck (www.gicheck.my). You choose the date, time and centre. If someone else will bring the car, add their details in GiCheck; they need their NRIC or passport.
- Arrive 20 minutes early, and no later than 10 minutes after your slot, with all the documents.
- Register and pay at the Payment Counter. Payment is cashless only: debit or credit card, e-wallet or other cashless methods. Then leave the car in the inspection lane and wait in the waiting area.
- The check takes about an hour. A vehicle examiner inspects the car within one hour. You hear the result at the Result Counter, and the digital report is emailed to you.
- If it fails, repair the failed item and return for a re-inspection. Puspakom's fees page does not give a fee for a re-inspection. If you disagree with the result, Puspakom says to speak to the Branch Manager.
Lost your report? A copy costs RM10. A copy of an inspection certificate costs RM20 and needs a police report first.
Puspakom's customer line is 03-5101 7000, Monday to Friday, 8.30am to 5.45pm.
Doorstep inspection. Puspakom also sends a mobile van to inspect private vehicles in Peninsular Malaysia, booked on GiCheck. Its team works Monday to Friday, 8:30am to 5:30pm, and fees start from RM60 per vehicle depending on the number of vehicles.
