Road tax and driving licence in Penang: MyJPJ, post office and JPJ counters
Renew a private car's road tax in the MyJPJ app or at a JPJ counter in Penang, and your driving licence there or at a post office. Road tax needs valid insurance and can be renewed up to two months before it expires; a car whose road tax lapsed more than three years ago needs a Puspakom inspection first.
The short version
You can renew a private car's road tax (Lesen Kenderaan Motor, LKM) and your driving licence (Lesen Memandu Malaysia, LMM) in the MyJPJ app, at a JPJ counter, or for a driving licence at a Pos Malaysia post office. JPJ's rules for road tax are short: the car must be insured for the whole period, you can renew only in the two months before it expires, and if it lapsed more than three years ago the car must pass a Puspakom inspection first.
- No more paper road tax. From 1 February 2026, JPJ stopped printing road tax slips for private vehicles owned by Malaysians, Malay Mail reported. You show the digital road tax (e-LKM) in MyJPJ.
- JPJ counters in Penang are cashless. Pay by debit or credit card. At the state office and Batu Uban, take a queue number with the JPJeQ app.
- UTC KOMTAR opens late and at weekends. See the hours below.
Renewing road tax (LKM)
JPJ's guide for a private vehicle at a JPJ counter:
- The registered owner or someone on their behalf can apply, at any JPJ state office, branch or UTC. Bring the identity document of whoever goes; JPJ reads the MyKad into its MySikap system.
- You can renew for six months or one year.
- The vehicle must be insured for the whole period you are renewing.
- Only road tax that expires within two months can be renewed.
- If the road tax last expired more than three years before you apply, the vehicle must pass an inspection first: Puspakom for any vehicle, or PG10 for some individually owned motorcycles.
- If the registered owner has died, renewal is allowed six months at a time, for up to five years.
Commercial vehicles need a current Puspakom periodic inspection for the period applied for, and their permit must be valid.
Digital road tax. Kosmo reported in January 2024 that road tax and driving licences could be renewed in the MyJPJ app from 1 February 2024 (as published in 2024). Malay Mail reported in January 2026 that from 1 February 2026 all renewals for privately owned vehicles of Malaysian citizens are digital-only, and owners display the e-LKM in MyJPJ.

Renewing a driving licence (CDL)
Where: JPJ says a competent driving licence (CDL) can be renewed at JPJ state offices and branches, UTCs, Kaunter 1JPJ, eKhidmat kiosks and Pos Malaysia post offices. Kosmo reported in January 2024 that licence renewal in the MyJPJ app would start on 1 February 2024 (as published in 2024).
For how long: Malaysian citizens and permanent residents can renew for 1 to 10 years; non-citizens (MyKAS and passport holders) for 1 to 5 years.
Fees (as JPJ publishes them):
| Class | Citizens, per year |
|---|---|
| B2, B and C | RM20.00 |
| A and A1 | RM2.00 |
| D and above | RM30.00 |
Non-citizens pay RM120.00 for all classes, JPJ says.
Bring: your MyKad or passport (or a copy if someone goes for you, plus their own original ID), your licence, and one colour photo, 25mm x 32mm, on a white background. You must not be blacklisted.
Digital licence. JPJ's FAQ, updated in January 2024 (as published in 2024), says that if you hold a digital licence you need only show that; you do not need a renewal slip. The renewal slip cannot be used abroad: for that, JPJ says to ask at a JPJ counter for a copy of the physical card, for a fee of RM20, with proof of travel such as a ticket.
