This was going to be redeveloped a few years ago by an upmarket hotel group.
Looks as though they are just keeping the plants in check.

hi cope, you are right. There is some kind of MOU with an Indonesian conglomerate to develop the land into a high class resort but in the meanwhile there is a contract (which lasts until 2018, I think) with a British TV company to let them shoot the TV series, "Indian Summers" with the Crag Hotel as the main backdrop as well as several other parts of Penang Hill and Penang Island. Here's a "fake hotel" on Penang Hill which is used for the shoot.
