This could only work if all petrol stations have a computer link to central car database, as I can't see the pump attendant knowing at a glance what size engine any particular model of car has! Also, what is to stop someone fitting a large tank to their car, filling up with cheap petrol, and then syphoning it off to their other car? All in all, I don't think that the person who suggested this has thought it through.
